Work Environment and Stipulations of Employment

The work environment for most positions is a general office setting. The incumbent performs most duties sitting at a desk, table or workstation. However, walking, lifting and standing at length are also required in many positions. Our Appraisers are out in the field performing tasks, such as driving, walking, and standing for long periods of time.

Employees of the Lake County Property Appraiser shall not either for gratis or for compensation engage in any licensed real estate activities such as, but not limited to, buying, selling or acting as a broker for others; appraise property inside Lake County; sell LCPA computerized database information; engage in any outside assessment/appraisal computer programming or consulting. Furthermore, employees and members of their household may not own or hold a financial interest in an assessment/appraisal or Real Estate business.

At Will Statement

Employment at the Lake County Property Appraiser's Office is on an "at-will" basis. It may be terminated at any time, with or without cause by either the employee or employer. It is not guaranteed, contracted or promised for any length of time. No person other than the Lake County Property Appraiser has the authority to alter the at-will status of your employment or to enter into any employment contract with you. The Lake County Property Appraiser reserves the right to change, amend or revoke rates of pay, terms and conditions of your employment and job offers at any time.

GIS Cadastralist I

SUMMARY

This position plays a key role in the development, maintenance, and accuracy of the county’s cadastral mapping system. This position is responsible for interpreting land records, legal descriptions, plats, and survey documents to update parcel boundaries within a GIS environment. This role requires strong technical skills, attention to detail, and a solid understanding of mapping principles to support accurate assessment and land administration.

ESSENTIAL JOB FUNCTIONS

  • Review, interpret, and analyze legal descriptions to accurately identify and locate parcels
  • Research and interpret various source materials - including deeds, plats, Public Land Survey System (PLSS) data, aerial and ortho imagery, property surveys, sketches, and right-of-way maps - to accurately determine property line locations and create, split, or merge parcels within the Esri ArcGIS environment
  • Effectively utilize Esri’s ArcGIS software to analyze and integrate data from CAD files, surveys, plats, legal descriptions, and other sources to produce accurate geographic maps and representations
  • Assign and update parcel numbers, define legal descriptions for newly created parcels, and verify recorded ownership information
  • Conduct parcel and title research and perform related mapping tasks in collaboration with external legal and title agencies
  • Support Records Specialists in mapping and identifying parcels based on recorded legal descriptions
  • Provide support to LCPA staff, property owners, attorneys, and title companies in interpreting property descriptions, ownership records, and cadastral data, including resolving discrepancies
  • Execute special projects involving the analysis of CAMA and GIS data for accuracy using GIS tools, and collaborate with appraisal staff to develop GIS-based procedures that support the mass appraisal process
  • Manage workload efficiently to meet or surpass expectations, ensuring all tasks are completed accurately and in compliance with established office procedures, policies, regulations, and deadlines

MINIMUM QUALIFICATIONS / EDUCATION

  • Degree from an accredited college or university with studies in real estate, CAD, geography, surveying, GIS or related field is preferred
  • Must have a minimum of six (6) months of cadastral mapping and property description interpretation and records experience, or equivalent combination of education and experience. Prior experience with ESRI ArcGIS highly desirable
  • Must be proficient in Microsoft Office Suite and Adobe Post Document Format (.PDF)
  • Must have and demonstrate strong attention to detail along with a commitment to quality control
  • Must demonstrate the ability to remain composed and professional while working under pressure and interacting with both staff and the public
  • Familiarity with legal descriptions, county assessment maps, and aerial imagery, with the ability to interpret and plot metes and bounds and PLSS descriptions accurately
  • Must obtain the Certified Cadastralist of Florida (CCF) or Certified Cadastral Mapper (CCM) designation, as offered by the Florida Association of Cadastral Mappers and administered by the Florida Department of Revenue, or complete the required coursework and apply for the designation within the first three (3) years of employment in this position
