Work Environment and Stipulations of Employment

The work environment for most positions is a general office setting. The incumbent performs most duties sitting at a desk, table or workstation. However, walking, lifting and standing at length are also required in many positions. Our Appraisers are out in the field performing tasks, such as driving, walking, and standing for long periods of time.

Employees of the Lake County Property Appraiser shall not either for gratis or for compensation engage in any licensed real estate activities such as, but not limited to, buying, selling or acting as a broker for others; appraise property inside Lake County; sell LCPA computerized database information; engage in any outside assessment/appraisal computer programming or consulting. Furthermore, employees and members of their household may not own or hold a financial interest in an assessment/appraisal or Real Estate business.

At Will Statement

Employment at the Lake County Property Appraiser's Office is on an "at-will" basis. It may be terminated at any time, with or without cause by either the employee or employer. It is not guaranteed, contracted or promised for any length of time. No person other than the Lake County Property Appraiser has the authority to alter the at-will status of your employment or to enter into any employment contract with you. The Lake County Property Appraiser reserves the right to change, amend or revoke rates of pay, terms and conditions of your employment and job offers at any time.

GIS Cadastralist I

SUMMARY

This position supports the development, maintenance, and accuracy of the county’s cadastral mapping system. The role is responsible for interpreting land records, legal descriptions, plats, and survey documents to update parcel boundaries within a GIS environment. This role requires strong technical skills, attention to detail, and a solid understanding of mapping principles to support accurate assessment and land administration.

ESSENTIAL JOB FUNCTIONS

  • Research and review source documents including deeds, plats, Public Land Survey System (PLSS) data, aerial and ortho imagery, property surveys, sketches, and right of way maps to support accurate determination of property boundaries and parcel configurations within the Esri ArcGIS environment
  • Compare and reconcile multiple data sources to verify boundary locations, acreage, and parcel extents, identifying discrepancies and documenting findings for review by senior staff
  • Assist in the creation, splitting, and merging of parcels based on verified information from source documents and established mapping standards
  • Support Records Specialists in mapping and identifying parcels based on recorded legal descriptions
  • Assist senior GIS Cadastral staff with map production, data cleanup, and system updates
  • Document work activities, procedures, and data updates in accordance with departmental record-keeping requirements
  • Manage workload efficiently to meet or exceed performance expectations, ensuring all tasks are completed accurately and in compliance with established office procedures, policies, regulations, and deadlines
  • Participate in training and professional development opportunities
  • Must demonstrate the ability to remain composed and professional while working under pressure and interacting with both staff and the public

MINIMUM QUALIFICATIONS

  • High school diploma or equivalent required
  • Basic understanding of cadastral mapping concepts and property description interpretation
  • Prior experience with Esri ArcGIS is a plus
  • Ability or willingness to develop proficiency in reading and understanding deeds, plats, surveys, aerial imagery, and other land records
  • Effective written and verbal communication skills sufficient to interact professionally with staff, property owners, and external agencies
  • Ability to organize work, manage time effectively, and meet established deadlines in a structured work environment
  • Must be proficient in Microsoft Office Suite and Adobe (.PDF)
  • Must have and demonstrate strong attention to detail along with a commitment to quality control
  • Must obtain the Certified Cadastralist of Florida (CCF) or Certified Cadastral Mapper (CCM) designation, as offered by the Florida Association of Cadastral Mappers and administered by the Florida Department of Revenue, or complete the required coursework and apply for the designation within the first three (3) years of employment in this position

RESIDENTIAL APPRAISER TRAINEE

SUMMARY

This is an entry-level technical position with on-the-job training in the Real Property Appraisal Department collecting and verifying data from residential properties for the purpose of ad valorem tax assessment. The following functions, duties and qualifications are not to be construed as exclusive or all-inclusive. Other duties may be required or assigned as deemed necessary by the Property Appraiser or his designee.

ESSENTIAL JOB FUNCTIONS

  • Conduct onsite field inspections to measure and sketch residential structures; collect and record data including construction type, design, condition, age, and other pertinent characteristics
  • Update county records and databases to ensure the accuracy of property information
  • Review residential blueprints and floor plans to confirm the accuracy of property improvements
  • Utilize internal databases and specialized software to retrieve and manage data
  • Perform desktop reviews of assigned properties using digital imagery, parcel data, property maps, legal descriptions, and other sources to meet statutory requirements for periodic inspections
  • Respond to inquiries from property owners or their legal representatives, explaining appraisal methods, procedures, and valuation policies
  • Assist in damage assessments in collaboration with federal and state emergency management agencies during local disasters such as hurricanes or tornadoes
  • May be required to work occasional evenings or weekends during peak workload periods
  • Participate in cross-training, job-sharing, and reorganization initiatives as directed by the supervisor
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS / EDUCATION

  • Must possess a valid Florida Driver’s License with a satisfactory driving record
  • High school diploma or equivalent required; knowledge of real estate appraisal and/or residential construction is preferred
  • Ability to read and interpret maps; familiarity with Lake County geography is preferred
  • Proficient in the use of standard office equipment and computer software, including Microsoft Word, Excel, and Outlook
  • Strong organizational skills with the ability to follow directions, make sound decisions, solve problems, and meet deadlines independently
  • Must be self-motivated and capable of working both independently and as part of a team
  • Ability to perform accurate mathematical calculations and maintain detailed field inspection records
  • Must be able to work outdoors and tolerate varying weather conditions typical of Central Florida
  • Strong verbal and written communication skills are essential, along with the ability to provide excellent customer service, even in high-stress situations
  • Must be eligible to obtain the Certified Florida Evaluator (CFE) designation within 2 years of employment
